Impacts of Operation Metro Surge on Job Seekers and Workforce Development Organizations
In February 2026, WorkWell MN conducted a survey of its members to understand the impacts of Operation Metro Surge on their job seekers and on their organizations. As critical and trusted connectors in our community, our organizations provide services services to 230,000+ Minnesotans annually including workforce services and training to more than 45,000 jobseekers. Sixteen of our 25 members (64%) responded to the survey between Feb. 9 and Feb. 26, 2027.
Key Findings:
Member organizations reported sharp increases in basic needs requests — especially rental assistance — alongside lower client engagement and operational strain that may jeopardize contractual performance. Based on current responses, members estimate an immediate need for $685,000+ in rental assistance by March 1 (supporting an estimated 531-760 households) and $465,000+ in flexible support services over the next month (supporting an estimated 706-935 households). Conditions are evolving, and with a 64% response rate, actual needs are likely under-reported.
